The huge amounts of agencies covered so many parts of life employing thousands of people and bringing in different aspects to accomplish a lowering of poverty Similar to how people watching employs multiple distinct structures to tell a complete story that encapsules the way Gray feels. this song employs multiple sections that do different thins as one is mainly story based and the other is more inner monologue based simmilarly to how some of the jobs were more inside and others were outside manual labor but all of them were working to improve America as a whole as the differnt parts of the song were to convey emotion and story.
